Certificate, Ballarat Technical School Endowment Plantation, 1928
The School Endowment Plantation Scheme was established in 1922 as a joint venture between the Education Department and the FCV. It was administered by the Education Department with technical supervision by the Commission. While some plantations were established on private land donated or leased for the purpose, most were established on Crown Lands or Reserved Forest made available, without cost, by the State. (https://www.victoriasforestryheritage.org.au/community/schools.html, accessed 26 September 2020) Throughout the Nerrina district numerous areas of public land were set aside as school endowment plantations as part of various schools’ educational resources. The plantations were initially established to instil through community involvement a love of forests and an appreciation of their value, and in fact many of them are well suited for regular use as a teaching resource of this nature. It was expected that this use will increase as courses embracing various aspects of environmental science are developed. Many school plantations have been planted to radiata pine, and revenue from the sale of produce used to provide amenities required by the schools. In some cases, however, these plantations have not been very successful in providing revenue, as the sites are unsuitable for economic growth or the plantations are too small or the location too far from processing centres to allow economic harvesting. In some instances, radiata pine plantations have failed due to poor management. In 1982 the Land Conservation Council believed that all the existing plantations should be assessed in order to establish their value as a teaching resource. Those not needed or that are unsuitable for teaching purposes for some reason, such as their location, should be terminated. Those planted to radiata pine that have limited value as a teaching resource although satisfactory for wood production may continue to be used for such production, but should be reviewed when the pines are harvested. Plaques recognising the funds donated by AFB supporters as part of the Vision Victoria Appeal, that helped build the Vision Resource Centre at Kooyong 1987-1989. The need for services for people with low vision was recognised by the AFB, who undertook to provide a range of services including diagnosis of low vision, advisors on how people with low vision could best utilise their existing sight, and objects designed to assist in everyday living. Initially operating out of a flat facing Glenferrie Road, which the Association had purchased, the growing demand demonstrated that a larger dedicated area was required. William James Capewell, Ernest James Andrew and George Harrison all of Eltham collected the sum of £150 towards the purchase of Lot 20 Henry Street and whereby a Contract of Sale dated 30 December 1921 agreed to purchase (as Trustees of The Eltham Hall to be used in perpetuity for the benefit of the inhabitants of the Eltham District) the land, furniture, fittings and chattels from Jack Alfred Harrison, George Hugh Bird and Edward Samuel McColl for £750. The first President was declared to be Ernest James Andrew, Honorary Secretary, A.J. Lot 20 of Subdivision of Portion 13, Section 4 of the Parish of Nillumbik in the County of Evelyn was located on the southern side of Henry street in Little Eltham North, where the current Our Lady Help of Christians Catholic Church is situated. It became the location of the Eltham Rechabite Hall. In 1893 a new hall was built and further enlarged in 1919. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. Prior to the election of female Councillors and Mayors from the 1960’s onwards the Mayoress role was one of the few ways women could be active in civic life. Mayoresses made important contributions to their local communities through their charity work and as ambassadors for their region on a state and at times, international level. They also undertook some Mayoral duties on occasions when the Mayor was unavailable. Mayoress Anderson was born Mary Gittins at Sandhurst in 1872 and was the daughter of William Bromley Gittins and Susan Horwood.
